After making rounds and rounds of healthy cookies on the blog, I realized that my blog was missing the very basic whole wheat and jaggery cookies recipe. The famous Atta Cookies have been the basic building block of most of the cookie recipes on this blog, and I couldn’t resist posting this for whoever wants a fuss free recipe of just the Atta and Jaggery Cookies.

Can you use Atta for baking cookies?
Some people may ask if we can use Atta or Whole Wheat Flour for baking cookies, or other baked desserts. It’s a common perception that the cookies might have a strong wheat flavor to them, which might not taste as good as the ones baked with maida or refined flour. Well, trust me on this. These wheat cookies taste much much better than their maida counterpart. I have tried both the versions and never looked back to the refined flour ones.
Once you start baking these cookies, you will know that it is so easy to replace the regular refined ingredients in our bakes. It’s just a matter of trying the substitutions. These Homemade Healthy Biscuits are extremely soft. And since these No Maida Cookies don’t contain any nuts or chocolate chips, these are perfect for elders and kids too!
How are these Whole Wheat Flour Cookies healthy?
The most important thing to note here is that these cookies are refined flour free and refined sugar free cookies, which in itself speaks volumes about the health benefits. We all know that consuming processed food is the most harmful thing we have done to our bodies.
Jaggery powder is the sweetener used in this recipe, which replaces the refined white sugar widely used in regular baked cookies. Jaggery is an unrefined form of sugar which is made from sugarcane juice and is widely popular in India as a healthier sweetener alternative.
Whole wheat flour replaces the refined flour, which is more nutritious compared to it’s white counterpart. There are many more better white flour substitutes available these days, like oats and millet flour, but whole wheat flour acts as a first step towards easier healthy substitutions.
While we cannot control the elements that are added to the store bought packaged goods, but if we are trying to cook or bake something at home, we can just adopt the mindset of swapping the processed ingredients with their healthier alternatives. I am sure this won’t be possible all the time, but once we start with a small change, it leads to more experiments in the kitchen with natural ingredients, and further helps in the healthy mindset change.
How to make these Whole Wheat Jaggery Cookies?
It’s an easy step by step process to make the Atta Cookies. Here is the outline with the process shots for each step!
- Mix the butter and jaggery powder till everything is blended. Add in the egg and vanilla extract and again mix everything together.
- Add whole wheat flour, baking soda, baking powder and salt to the wet mixture and mix to form an even cookie dough.
- Optionally, refrigerate the cookie dough for around 15-20 minutes. Remove the cookie dough from the refrigerator. Line a baking tray with parchment paper. Preheat oven to 375 degree F. Take around 1 – 2 tablespoon of cookie dough in your hands, form a ball and flatten a little. I was able to make 15 cookies with the prepared dough. Create a pattern on top of the cookies by pressing a fork lightly on the cookies.
- Bake for 10 minutes in the preheated oven, or till you see creases on top of the cookies.
- Remove the cookies from the oven, and allow them to cool for at least 5-10 minutes.
Substitutions & Tips
- You can replace whole wheat flour with the same quantity of all-purpose flour. If the cookie dough feels a little loose, then add ~ 1/4th cup more of all-purpose flour.
- Sweetener – You can use organic coconut sugar in place of jaggery powder.
- Egg – To make the recipe eggless, I would advise to replace the egg with either of these two options:
- Chia Seed Gel (Mix 1 Tbsp powdered Chia seeds with 3 Tbsp water, and let it soak for 5 minutes)
- Flax Seed Gel (Mix 1 Tbsp powdered Flax seeds with 3 Tbsp water, and let it soak for 5 minutes)
NOTE – For eggless version, powdered flax seeds or powdered chia seeds are preferred. But if not available, you can use whole seeds for soaking!
Optional Add Ins
You can add one fourth to half cup of one of the following to the cookie dough.
- Semi-sweet chocolate chips
- Crushed almonds or walnuts (basically any nuts of your choice)
- Dried cranberries or Raisins
- Sprinkles
You can even add half a teaspoon of ground cardamom or cinnamon for added flavor.
But if you are looking for just plain fuss free healthy vanilla cookies, then go for the original version without any mix ins, you will not be disappointed.

Whole Wheat Jaggery Cookies | Atta Cookies
Ingredients
- 1/2 cup Butter unsalted, softened
- 3/4 cup Jaggery powder
- 1 Egg
- 1 tsp Vanilla Extract
- 1 1/2 cup Whole Wheat Flour
- 1/2 tsp Baking soda
- 1/2 tsp Baking powder
- 1/2 tsp Salt
Instructions
- Mix the butter and jaggery powder till everything is completely blended.
- Add in the egg and vanilla extract to the above and again mix everything together.
- Add whole wheat flour, baking soda, baking powder and salt to the wet mixture and swirl everything together to form an even cookie dough.
- (Optional) Refrigerate the cookie dough for around 15-20 minutes.
- If you refrigerated the dough as per previous step, then remove the cookie dough from the refrigerator.
- Line a baking tray with parchment paper. Preheat oven to 375 degree F. Take around 1 – 2 tablespoon of cookie dough in your hands, form a ball and flatten a little. I was able to make 15 cookies with the prepared dough. Optionally, using a fork, you can create a pattern on top of the cookies by pressing the fork lightly on the cookies.
- Bake the cookies for 10 minutes in the preheated oven, or till you see creases on top of the cookies. The cookies will be soft to touch, but once cooled, they will be fine. Remove the cookies from the oven, and allow them to cool for at least 5-10 minutes.
- The Healthy & Soft Whole Wheat Jaggery Cookies, or Atta Cookies are now ready to be served warm, or these can also be stored in an air-tight container for around a week or two.
